BOARD OF TRUSTEES
MEETING MINUTES
October 16, 2002

Members Present:  
Theodore Flynn (Chair), John Hill, Lynne Walsh, Carl Meier, Margaret Lougee and Nancy Delano

Staff Present:  
Elaine Winquist (Director), David Murphy (Assistant Director), Nancy Denman (Assistant

The meeting was convened at 7:39 am in the Setter Room at the Duxbury Free Library and went into executive session at 7:39 am.  The meeting was roll called out of executive session at 8:01 am and the regular session was called to order at 8:02 am.

Minutes of previous meeting
        The minutes of the September 11, 2002 meeting were presented.  A change was made in the order of two sentences.

Moved by Ms. Walsh, seconded by Ms. Lougee, to approve the minutes of the September 11, 2002 meeting as amended.
Vote:  6 – 0 in favor

Chair’s report
        Mr. Flynn has been in touch with John Tuffy, chair of the Board of Selectmen, concerning obtaining an opinion from Town Counsel on turning over to the Town artwork donated to the library.  An opinion has not yet been received.  Mr. Flynn suggested that a letter stating that the artwork is being donated to the Duxbury Free Library be drawn up prior to the November 9, 2002, Duxbury Free Library, Inc., board meeting, to be signed by the president of the Inc. Board.  A copy of this letter could then be forwarded to Town Counsel, with a notation that the library and the Duxbury Free Library Inc. Board assume that this letter accomplishes the purpose of turning the artwork over to the public library.

Director’s report
        Copies of the library’s annual report were given to the trustees; the report has been submitted to the town.  This year’s report covers only the period of January 1, 2002 to June 30, 2002 as the town is changing from the calendar year to the fiscal year as the basis of the annual report.  Ms. Lougee proposed one change in wording, which will be forwarded to the town.  Ms. Winquist noted three projects that she is currently working on:  the sister library project, building reconfiguration and the customer service grant.

Department reports
        Reports from the children’s, circulation, reference and technical services departments were distributed.  The trustees were happy to see that the reference department is working on a facility disaster plan.

Friends of the Library report
        A town-wide letter is being sent out by the Friends.  The annual meeting of the Friends is scheduled for Thursday, November 21, 2002 in the Merry Room.  At their last board meeting, the Friends expressed an interest in funding the digitization of the Duxbury Clipper project.  David Murphy will speak on this topic at the annual meeting.

Budget
        Ms. Winquist distributed a copy of the FY04 budget she submitted to the Town Manager.  It shows a 3% increase in spending over the current year’s budget.  Mr. Longo seemed satisfied with the proposal, which maintains the status quo.  Mr. Flynn commented that it was a well-planned budget.  He suggested, however, that Ms. Winquist consider where she would make cuts should they be required.  

Moved by Ms. Lougee, seconded by Mr. Hill, to accept the library budget for FY2004 as submitted by the library director.
Vote:  6 – 0 in favor

Staff recognition
        Ms. Winquist brought copies of letters discussed at the last meeting, to the all staff members who have served the library for five or more years, commending them on their service and asking them to choose a book to be added to the collection in their names.  Copies of letters commending the custodians on their care of the building were also presented.  Mr. Flynn signed the letters.

Moved by Mr. Hill, seconded by Ms. Walsh, to adjourn the meeting at 8:53 am.
